About This Platform

ITAR Compliance
Training LMS

An online training platform built for defense contractors and DoD-adjacent organizations that need to meet their ITAR compliance training obligations.

Organization-Level
ITAR Training

ITAR Compliance Training LMS is an online, self-paced training platform designed to help defense contractors fulfill their regulatory obligation to train employees who handle International Traffic in Arms Regulations (ITAR) controlled material. The platform is structured around organizations — companies purchase training seats, enroll their employees, and track completion from a centralized dashboard.

Training is offered across four certification levels — Beginner, Intermediate, Advanced, and Manager — each consisting of six modules with written lessons, real-world case studies, and knowledge assessments. Every employee who completes a tier receives a dated, verifiable PDF certificate bearing a unique identification code.

The platform is built and operated by Cleared Systems, a defense-industry focused training and consulting organization.

ITAR Training Is
Not Optional

The International Traffic in Arms Regulations (ITAR), administered by the U.S. Department of State's Directorate of Defense Trade Controls (DDTC), require that any person or organization that manufactures, exports, temporarily imports, or brokers defense articles or defense services must register with DDTC and implement an internal ITAR compliance program.

A key component of any compliant ITAR program is employee training. Personnel who handle ITAR-controlled technical data, defense articles, or defense services — including engineers, program managers, supply chain staff, and executives — are required to understand their obligations under the regulations. Failure to train employees has been cited as a contributing factor in numerous DDTC enforcement actions resulting in civil penalties, debarment, and in serious cases, criminal prosecution.

This platform helps organizations meet that training obligation by providing documented, trackable, and certifiable instruction at multiple levels of depth — from foundational awareness for all staff to advanced program management for compliance officers and executives.

Important Disclosure

This platform provides organization-level compliance training only. Completion of any training tier on this platform does not constitute DDTC registration, government certification, or official authorization of any kind. ITAR registration and licensing is a separate legal process administered directly by the U.S. Department of State. Organizations must independently register with DDTC and obtain all required licenses and authorizations. This training is designed to support — not replace — a complete ITAR compliance program.

Organization-First
Architecture

The platform is built around the concept of organizations, not individual learners. A company registers once, purchases training seats by tier, and manages its entire team from a single dashboard. This makes it suitable for compliance managers who need to demonstrate that training has been delivered and documented across their workforce.

Step 01
Register Your Organization
Create a single organization account representing your company. One admin manages all employees, seats, and training records.
Step 02
Purchase Training Seats
Select the certification tier appropriate for each role. Purchase seats individually or in bulk. Add more seats at any time.
Step 03
Enroll and Invite Employees
Add employees manually or upload a CSV roster. Each employee receives a personalized invitation to register and begin training.
Step 04
Track and Certify
Monitor progress in real time. Upon completing all modules and assessments, each employee receives a verifiable PDF certificate.

Four Levels of
Certification

Training is structured across four tiers to match the depth of ITAR exposure each role carries. Organizations can assign different tiers to different employees based on their function, or enroll the same employee in multiple tiers.

Level 01
Beginner
Essential ITAR awareness for all employees who work at a defense contractor, regardless of direct ITAR exposure. Covers what ITAR is, who it governs, and personal compliance responsibilities.
Level 02
Intermediate
Licensing, exemptions, technical data controls, and recordkeeping for compliance staff, engineers, and program managers who regularly interact with ITAR-controlled material.
Level 03
Advanced
DDTC enforcement actions, voluntary disclosure, audit preparation, and third-party transfers for senior compliance professionals and export control officers.
Level 04
Manager
Program design, executive liability, employee training obligations, and board-level governance for business owners, executives, and compliance program directors.
No DDTC Certification

Completion of any tier on this platform does not constitute certification by the Directorate of Defense Trade Controls (DDTC) or any other government agency. There is no government-issued ITAR certification for individuals or organizations. Certificates issued by this platform document that an individual has completed a structured compliance training program — they are an internal compliance record, not a government authorization or license.
